LISBON DRAFTING MARIJUANA DISPENSARY MORATORIUM

LISBON - The Town Council is considering enacting a moratorium
ordinance on medical marijuana dispensaries after a Vienna couple
expressed interest in location one here.

Town Manager Steve Eldridge said the town received an informational
packet from Tim and Jennifer Smale of Vienna, doing business as Remedy
Compassion Center. The couple indicated an interest in locating a
medical marijuana dispensary on Route 196 in Lisbon Village, he said.
He declined to specify the exact location, saying there was no
application.

The Smales have been licensed to open a medical marijuana dispensary
in Wilton and are looking at locations in Androscoggin, Franklin and
Oxford counties. The company has sent similar information packets to
Auburn and Poland.

Councilors voted to instruct the town attorney to draft a moratorium
ordinance on medical marijuana facilities for review at the next
meeting Aug. 17.

In other action, the 2010 COPS grant application approved at a
previous meeting was discussed again. The grant would pay for a police
officer for three years.

In other business, councilors:

- - Reviewed the town's fee schedule and asked Eldridge to research what
other towns charge.

- - Approved a street light ordinance.

- - Approved an amendment to the Promotion Committee's itinerant vendor
mass gathering permit.

- - Accepted the resignation of Planning Board member Gerry Kamke and
appointed him as an alternate.

- - Appointed Don Fellows to the Planning Board after he resigned as an
alternate.

- - Granted a victualers license renewal to Mark LaRoche, doing business
as Mark's Inc.

The council will hold a workshop at 6:30 p.m. Tuesday to discuss the
ongoing land revaluation.
