CONTROLLED SUBSTANCE

I'm writing about Greg Francisco's thoughtful letter: "Regulate 
marijuana" (Jan. 5).

I'd like to add that marijuana is a controlled substance -- 
controlled by criminal gangs.

Just like alcohol was when it was illegal.
