IS THERE A BETTER WAY TO DEAL WITH ILLICIT DRUGS?

Re: 'Have the Liberals lost their heads?' letter to the editor, 
Friday, Jan. 20 edition 

The real issue raised by Grant Morrison's letter is 'does prohibition 
work?' He mentions the factor of 'impairment.' 
 
He may recall that the prohibition of alcoholic beverages was once the 
way to go. It led to all sorts of problems, icluding the rise of, 
often violent, lawlessness (eg. the Al Capones) and the fact that it 
affected all those who used alcohol responsibly (is Mr. Morrison one?).

So, without prejudging the legalization of marijuana, isn't it time 
for responsible people to ask: is there a better way to deal with 
questionable substances, a way that minimizes the overall harm?
