I, too, share Ted Cooper's concern about the effect marijuana has on
developing adults.

However, if you ask high school students which is easier for them to
acquire - marijuana or alcohol - with virtual unanimity they will tell
you that it is easier for them to acquire marijuana, simply because
the latter is controlled and the former is not.

This is the most compelling argument in favour of the legalization and
thus the control of marijuana distribution, as we do with alcohol in
this province.
