COMMENTARY SUPPORTING POT BALLOT MEASURE CLARIFIED

In my Saturday commentary (Vote yes on Ballot Measure 2; end Alaska's 
failed prohibition of marijuana), the statement that taxation under 
Ballot Measure 2 will generate $72.5 million in revenue in the first 
five years referred to a hyperlink in my submitted draft that was 
omitted from the online version as well. The source is a new report 
from a group of university and private economists. You can read about 
it here and follow a link to the report.

An editorial change to my commentary altered its meaning in a small 
but important way. Where it now reads "The initiative functions to 
enable legislation," I had written "The initiative functions as 
enabling legislation," a specific term that generally refers to 
legislation creating a program or agency. For example, the Federal 
Food Drug and Cosmetic Act is the enabling legislation for the U.S. 
Food and Drug Administration. This allows regulations to be updated 
without requiring de novo legislation, an approach very well suited 
to the regulation of marijuana production and sales as well.
