The source is a new report from a group of university and private economists. You can read about it here and follow a link to the report. An editorial change to my commentary altered its meaning in a small but important way. Where it now reads "The initiative functions to enable legislation," I had written "The initiative functions as enabling legislation," a specific term that generally refers to legislation creating a program or agency. For example, the Federal Food Drug and Cosmetic Act is the enabling legislation for the U.S. Food and Drug Administration.
