Dozens sat in Parliament Square in Westminster where they filled balloons with nitrous oxide and breathed in "laughing gas " . Many of the protesters erupted into giggles before spreading out across the lawn. The Government plans to introduce a law to ban any mood-altering drugs or "legal highs".
