MAYOR'S HEROIN PLAN DESERVES A CHANCE

I congratulate the mayor on the plan to provide safe refuge for 
heroin injections.

There may need to be changes to provide safety for all involved. He 
will and has received many criticisms, but what has worked over the 
past 100 years? Nothing.

His plan deserves a chance; after all, it can be discontinued if 
there is an insurmountable problem.
