According to a September analysis by the Centers for Disease Control and Prevention, the perceived availability of marijuana by persons aged 12 to 17 has decreased 13% nationally since 2002. Despite nearly a century of criminal prohibition, marijuana is here to stay. America's laws should reflect this reality and govern the marijuana market accordingly.
