This is clearly incorrect. According to a StatsCan paper ( Rotermann and Langlois) 80 per cent of Canadian marijuana use is by adults, aged 18 or over. Only one in five is under 18, and that is more a problem of the current unregulated market. Take away the financial incentive to sell to kids, and most sales would stop.
