Like the present grow-ops and dispensaries, the police have been put on notice, but with a lot more lead time to get officers out and trained as required. How much more slowly can one introduce a law than three years, for the rest of the system to be ready? I am sure changes in tax legislation do not get that long for the private sector to catch up. I fail to see how robberies and home invasions are going to increase just because a family might have a few plants growing when every family will have that option. I am sure the focus should be on organized crime and not domestic cases - domestic ones will be legal soon, so focus on the real concerns that won't be legal for some time to come.
