THANK YOU for the coverage of Gil Puder's brave and visionary views on
the failure of the war on drugs. While Puder made perfect sense, drug
unit head Sgt. Mike Cullen offered a predictably self-interested
response: The police need more money for drug law enforcement. This is
a joke.

Stated another way, the joke goes something like this: Question -- how
many drug warriors does it take to change a lightbulb? Answer --
nobody's quite sure, but they are going to need a lot more money and
complete allegiance from the public to do the job right.
