It's called grab as grab can. The whole drug war in America was set up as a backdrop for illegal seizures of personal property and assets by politicians and law enforcement. Many of the fruits of cocaine busts ended up back on the streets as crack, made by law enforcement operations to "sting" the population and further the war.
