SO WHO HEARD US?

We parents of heroin addicts (both struggling and dead addicts) have
been screaming for change for some time now. Have our hoarse voices
fallen on deaf ears?

Not exactly: the price of heroin has dropped, the purity has improved,
the quantity has increased, the number of addicts has skyrocketed. So
who heard us?
