People continue to use illegal substances. What may be surprising to some is that many abusers are not ne'er-do-wells hanging on the fringes of society. A new government report found that 70 percent of people who abuse drugs work full time, and 80 percent of those who abuse alcohol are full-time employees. That's a different problem involving different people than the one we've been told we must fight.
