In the '70s Gough Whitlam made divorce easier. The result: an exponential rise in divorces. In the '90s gambling is more readily available, so it is no surprise that the national gambling outlays have risen. If, in the future, the Government decides it will never be able to stop motorists speeding, and so allows "safe" speeding lanes on our roads, will we honestly believe that fewer people will speed, or that lives will be saved?
