August 12th Survey). It is perhaps worth noting that no German newspapers have carried it thus far. (And US papers...???) After stating that the number of prisoners had doubled in the last nine years, in this version the following final para has been added: "It's possible that in the years ahead the pendulum will swing back in the Congress, and the 'tough on drugs' policy will be amended to allow more autonomy for courts and state jurisdictions.
