MAYOR Rodrigo Duterte finally came up with his definition of the acronym DDS.

Speaking in the television program, "Gikan sa Masa Para sa Masa" over ABS-CBN, Duterte defined the DDS as Davao Development System, as a philosophy of governance like infrastructure development, and decentralization of functions.

Duterte said the DDS is an approach where city government officials are answerable directly to the constituents in carrying out their duties and feedback of abuse of discretion by their workers.

"It is a system of running the government, like in the cases of abuses of policemen, it will be the city police director to respond directly to the barangay officials. The same goes true with the implementation of projects by the City Engineer's Office. I no longer have anything to do with it, as long as I don't hear irregularities," he said.

The Bacolod City Police Office's anti-drug campaign will focus on seven barangays, which Senior Supt. Vicente Porras hopes to "clear" before the year ends.

Ponteras yesterday ordered the Bacolod City Anti-Illegal Drugs Special Operation Task Group to clear of drugs barangays 2, 3, 22, 27, 29, Punta-Taytay and Villamonte.

Brgy. 2 has been tagged as "seriously affected" by drugs due to the presence of drug pushers, while the six others are considered "threatened" to be affected. They (police) have until December to clear these areas of drugs, Ponteras said.

A Bacolod policeman was dismissed from the service for grave misconduct because of the drug cases filed against him.

Police Officer 2 Harold Villagracia has been excluded from the roster of the Bacolod Police Office after the Police Regional Office 6 ordered him dismissed from service effective yesterday.

His dismissal was confirmed by Senior Supt. Vicente Ponteras, Bacolod Police director.

Villagracia was formerly assigned at the Police Precinct 7, but sources said he has not rendered service to the station for a long time now.
