As Louisiana's medical marijuana program takes shape some patients might have to make a difficult choice: keep their gun ownership rights or participate in the program.

Louisiana is one of 30 states that have approved medical marijuana laws in some form. Although the state's nine dispensaries won't open until later this year, patients who qualify for medical marijuana under Louisiana law may be surprised to learn that federal law restricts their ability to purchase a gun if they use marijuana.

A group of Louisiana parents of children with severe autism had cause for celebration Wednesday (May 2) as a bill (HB 627) that expands medical marijuana as a treatment option for the condition cleared another hurdle through the legislature.

It was one of two medical marijuana medicals aimed at expanding the patient base in Louisiana that passed through the Senate Health and Welfare committee. The other bill (HB 579) authored by Rep. Ted James, D-Baton Rouge, adds glaucoma, post-traumatic stress disorder, chronic pain and Parkinson's Disease to the roster of conditions already approved for treatment with medical marijuana. Both bills will head to the Senate for a full vote.

WASHINGTON - The massive farm bill that helps determine what farmers grow and Americans eat is poised to get some major momentum thanks to a not-yet-legal crop: Hemp.

Senate Majority Leader Mitch McConnell, who has pushed hard to make hemp a legal product in the United States, is asking for his hemp legalization bill to be included in the sweeping farm bill. That would help give the farm bill, whose prospects have been considered iffy, more support in the Senate.

A car ride anywhere with Denise Young's 16-year-old son Seth can be extremely dangerous.

Seth was diagnosed as a young child as having low-functioning autism, a severe form of the disorder that makes him hypersensitive to sound and light and which can trigger tantrum-like meltdowns.

"They call it a rage," Young said. "He has thrown punches in the back of my seat, the back of my head (while driving)."

Medication hasn't worked, according to Young. One prescription only made Seth's rages worse, she said. Another one caused excessive thirst and hormonal imbalances.

A Louisiana House committee voted Thursday (April 5) in favor of a proposal to expand the use of medical marijuana to treat people with chronic pain, post-traumatic stress disorder and glaucoma. The bill cleared committee with an 8-4 vote.

HB 579, sponsored by Rep. Edward James, D-Baton Rouge, met some debate before the vote. Opponents questioned whether there was enough medical research establishing medical marijuana as an effective treatment for people with chronic medical conditions.

A 2016 law allowed the use of medical marijuana to treat certain conditions, including HIV/AIDS, Crohn's disease, muscular dystrophy and epilepsy. James' bill would add glaucoma, severe muscle spasms, intractable pain and PTSD to the list.

Legalization must give a signal to marijuana users that it's not just legal, but they might as well buy it legally. First ministers are quickly losing sight of that

You can only have 13 people in a room talking about selling pot for so long before they start working out how to divvy up the proceeds.

So no wonder the feds put the deal on the table when the premiers were in Ottawa on Tuesday: The federal government will levy a 10-per-cent excise tax, and split the proceeds straight down the middle. Everybody gets a piece of the action.

Too quick, many of the provinces say. There just isn't time to put in place a way to distribute legalized marijuana, and all the rules and schemes needed. Oh no, the police say, the timelines are tight, and they're worried that they won't be ready for policing in the brave new world of legal pot.

Okay folks, let's stop talking like slackers. This doesn't have to drag on for years.

The legalization of marijuana has been debated in Canadian politics since the 1970s and studied by task forces and committees for decades. It has been official government policy for two years. There are still 10 months before it is slated to be legal in July. Sure, there are significant details to work out - but this is not Mission: Impossible.

I wonder if Mohammed Adam has done any in-depth research into the proposal by Ontario and Ottawa Public Health to decriminalize possession and use of illegal drugs.

Whilst this plan seems to be counter-intuitive, it also appears the long-term effects on law, order and the health of a marginalized population are positive and, indeed, life-affirming.

In Portugal's case, it appears significant health and social services back up the move to legalization. Safe-injection sites, social workers visiting the homeless, and no court time taken up by people found possessing small amounts of street or prescription drugs all create a benefit to the addicts and society in general.

Admittedly, the opioid crisis adds a whole other dimension to the situation, but should not stand in the way of serious consideration of a solution that offers hope and dignity to many who are unable to get out of their addictions.

It's less than a year before this great but apparently idiotic country plans to legalize marijuana, and some doubts emerged this week over whether that deadline is achievable.

Manitoba Premier Brian Pallister - attending the Council of the Federation meetings in Edmonton with the other premiers and territorial leaders - is lobbying his counterparts to push back by a year the federal government's July 2018 date to legalize pot.

Pallister says more time is need for provinces to educate the public about the dangers of drugged driving and also for police and the Crown to sort out how to enforce the law around impaired driving related to cannabis. Saskatchewan Premier Brad Wall also supports an extension and Alberta Premier Rachel Notley says that while her province will shoot for the deadline, she may seek an extension.

I t was terrific to see leaders from Surrey RCMP and the Surrey School District offer parents such common-sense advice this week about the drug crisis afflicting our communities.

School Superintendent Jordan Tinney and Assistant Commissioner Dwayne McDonald urged parents to talk to their kids about the extremely high level of risk posed by street drugs these days and not to assume that their little darlings aren't experimenting with them.

The warning came a few days after Provincial Health Officer Dr. Perry Kendall made a similar plea, noting that 19 B.C. teenagers have died of overdoses since January 2016 and concerned that teenage drug use may rise soon with year-end parties and summer concerts.

A term we hear with increasing frequency is the claim that we need "evidence-based policy" on this or that public issue. With the possible new importance of the B.C. Green party - we'll know more after the final election count on May 24 - you'll be hearing the phrase a lot more as the Greens love the term like yogis love mantras.

"Evidence-based policy" started out as a medical term. Doctors wanted evidence on the effectiveness of a treatment before using it. It is the empirical method in action. Constant research examines how patients fare after various procedures, surgeries or drug treatments so doctors can know which treatments are best.

In parts of North America that once had influential temperance movements, such as Mississippi or Ontario, it's still illegal to advertise happy hour. Long after prohibition became passe, governments haven't lost the urge to express disapproval for the willy-nilly sale of intoxicants.

And so, when the Liberal government moves on Thursday to table legislation to legalize cannabis, it's going to talk about controlling and regulating and restricting - sending a signal marijuana is bad, making sure it's sold without a lot of branding hoopla to limit the dark arts of temptation, and especially emphasizing measures to stop pot from falling into the hands of minors.

Here we are in the biggest fatal overdose epidemic in B.C. history and what's top of mind for the province's addiction treatment experts? The need to "destigmatize" addiction. In fact, let's not even call the taking of deadly illegal drugs an "addiction" or "drug abuse" any more, they tell us. We're supposed to call addicts "patients" with a "substance-use disorder."

Excuse me if I don't buy the nicey-nicey language. And I doubt if most people who live in the real world and who have to pay millions of dollars in taxes for all these latest trendy approaches to drug addiction do, either.

A new report by the U.S. National Academies of Sciences, Engineering, and Medicine - The Health Effects of Cannabis and Cannabinoids: The Current State of Evidence and Recommendations for Research - reviewed 10,700 studies on the medicinal qualities of marijuana and concluded there is "conclusive or substantial evidence that cannabis or cannabinoids are effective" for only three conditions: chronic pain in adults, chemotherapy-induced nausea, and patient-reported multiple sclerosis spasticity.

Canadians, especially lawmakers, gleefully rushing headlong to legalize marijuana should pause to consider the heartbreaking stabbing death of 13-year-old Letisha Reimer, as innocent a crime victim as one can imagine.

Gabriel Brandon Klein, the 21-year-old homeless man from Alberta charged with second-degree murder in the death of the Abbotsford Senior Secondary School student, and aggravated assault in the non-fatal stabbing of a 14-year-old girl in the Nov. 1 attack, was a heavy pot smoker who recently "became manic, paranoid and frightened," some of his friends told CBC.
