Riverside has long prohibited medical marijuana dispensaries. Now officials may add recreational pot businesses to the ban -- at least temporarily.

Since November, when California voters legalized adult use of marijuana, the Riverside City Council has not decided whether to allow, tax and regulate pot cultivation, manufacturing and sales.

On Tuesday, July 25, council members will consider saying no to pot businesses until they have more information on how state regulations will look and what other Inland and Southern California communities are doing.

But a handful of Inland cities are moving in the opposite direction, spending at least $1.85 million in legal battles to shut down dispensaries.

Moreno Valley, Riverside, Jurupa Valley, Upland and Riverside County each reported spending between tens and hundreds of thousands of dollars to enforce their dispensary bans.

The City Council last week voted to let the city attorney's office use legislative subpoenas when people connected with dispensaries won't cooperate.

Medical marijuana proponents say state law gives dispensaries the right to operate within certain guidelines. However, Riverside officials maintain the city zoning code bans medical marijuana facilities citywide.

Priamos said he has used legislative subpoenas before, when the city was seeking to close group homes for parolees that did not have permits. He already has filed 15 lawsuits against marijuana dispensaries, some of which have closed.

Some residents in the Magnolia Center area of Riverside appear to have blocked the opening of a medical marijuana dispensary, ending a drama that unfolded over several months.

It began with a dead lawn.

Riverside resident Craig Celse owns a gabled Victorian home at the corner of Brockton and Merrill avenues that he rents for residential use.

After city code enforcement officers cited him for dead grass, Celse put in shrubs, rosebushes and irrigation, he said in an interview. During a follow-up inspection, a code enforcement official noticed a car partly outside the paved parking area and told Celse he needed to make the driveway bigger.

Three weeks after opening, the sole medical marijuana source in the city of Riverside has no shortage of customers.

The Inland Empire Health and Wellness Center Medical Marijuana Collective, which opened Dec. 5 on North Main Street, requires a doctor's recommendation for marijuana and is open only to members.

After starting with about 150 members, collective general manager William Sump said Friday, "We'll probably hit 500 today."

Organizers describe the collective as a farmer's market in which vendors who grow the drug can sell it to other patients. The collective takes a small cut of the money to cover expenses.
