http://www.mapinc.org/drugnews/v15/n211/a02.html
Marianas Variety, 13 Apr 2015 - MEDICAL use alone is filled with even more challenges than full legalization because it does nothing to stop or lower the marijuana crime rate. We are already learning that medical use alone is creating new marijuana crimes on top of the old ones which is why states are now starting to forego medical use only and instituting full legalization of marijuana like Colorado and Washington (Alaska, Oregon and Washington D.C. have just joined the ranks of full legalization and 8 more states have lined up for full legalization to avoid the pitfalls of medical use only. Legalization is not just about helping sick people but about better controls, addressing the concerns of everyone and the revenues that can be earned from this NEW Industry. Marianas Variety, 25 Jan 2015 - I THINK they should charge a big license fee. I think they should issue a separate application fee, one to grow and one to sale. I think they should require that applicants must have certification. Atalig, WinnieMarianas VarietyDrugnews - Mariana Islands2015-01-26US MP: Online Group Founder Weighs In On Marijuana Initiative

Marianas Variety, 13 Aug 2012 - REPRESENTATIVE Stanley T. Torres, Ind.-Saipan, is not giving up on marijuana. Once again, he has the support of the House Committee on Natural Resources which recommends the passage of House Bill 17-311 which will legalize medicinal marijuana in the CNMI. Torres's three previous marijuana bills also passed the House, but two of them were "killed" in the Senate while the third one remains pending there. Stanley Torres (Ind-Saipan) introduced on the House floor yesterday a bill seeking to legalize marijuana use in the CNMI for medical and recreational use, barely four months since the Senate killed his previous proposal of the same nature. "The legalization, regulation, and taxation of cannabis in the Commonwealth will be the best marijuana law in America," Torres said in a privilege speech at the House session. Saipan Tribune, 29 Nov 2010 - If and when Rep. Stanley Torres (Ind.-Saipan) introduces a medical marijuana bill in the House of Representatives, the Senate can be expected to once again vote it down, according to Senate President Paul Manglona. More than a week after the upper chamber voted no to the controversial bill decriminalizing cannabis use for all purposes in the CNMI, Manglona continues to be adamant in his opposition to the schedule 1 drug-even if its use is limited for medicinal purposes only. Saipan Tribune, 25 Nov 2010 - Legalizing marijuana for medicinal purposes sounds like a great idea but has anyone thought about how it would actually work here? (Would we become the Commonwealth of the Marijuana Islands?) Where will the plots of land set aside to grow medicinal marijuana be located? There isn't any part of the islands-except perhaps the northern ones-that is remote enough, secluded enough, difficult enough to get to, to be safe from constant thievery. Electric fences would not be enough, barbed wire would not be enough, to keep anyone from stealing the plants allegedly being grown for medicinal purposes.
